It reads about 11.86 while off and does not change when running.

Have you checked the 30 amp fuse ?
Here's a link for the { free } service manual if you don't have one -

Did you try testing at the regulator, like papa hog scoot wrote? I use a test lamp for this as you sometimes get a voltage there but little power, and any resistance between regulator and battery causes the regulator to stop charging.

If its anything like the 1999 450 es i just wrestled with (and won!) It will blow that fuse repeatedly if the Regulator is bad. It also wont show any power getting beyond the Reg (to battery) so testing before it is a great/simple way to verify whats what.

The regulator i got was like $20.00 off ebay and has been working great.

Heres an image that should help..

The 350 will, almost always blow the main fuse. The 450 usually just won't spark if the regulator goes bad. There are always exceptions, and possibly Ajax's machine already had a 350 regulator fitted as they go on, and are much cheaper than that strange un-finned black box that Honda fitted originally.
