My thought is that the machine is a 2003, 14 years old. All used and abused ATVs are going to have problems. Hopefully your handy in the garage and can diagnose and resolve issues as they come up.
So you can research a fair private party value for this year, make and model. If the seller can't demonstrate the machine, let the discounting begin if you are still interested in a "pig in a polk". Several hundred below market value is reasonable for a machine that won't run. Or have the seller repair the thing and call you when he is ready to demonstrate it to you.

Well, you have above average ambition. You will have to start a thread in the brand discussion area about your new machine and all the trials and tribulations you will go through to make it trail ready.
