2007 Bayou Starter turns; but engine doesn't
 

I bought this non-running Bayou in hopes of fixing it. The starter turns ok; but it will not turn the engine over. I am thinking there is a cog wheel inside the generator case that must be broken/loose. I drained the oil as it probably needed a oil change. I removed the recoil starter and the 6 bolts that hold the generator case. My question is: Does the inside recoil pulley (the one with center bolt) have to be removed. Superman must have put this pully on as I cannot budge it. Does anyone know if this is a backward threaded bolt. Any help is appreciated.
