Did you open the carb bowl drain screw to see if the bowl has gas in it?
Check for correct oil level as well smell the dipstick for the presence of gas in the oil.

I unscrew the drain plug almost all the way out. Nothing comes out the drain tube. A little bit seeps out through the screw, but thats it. The oil level was perfect yesterday, today when I checked it it was slightly over the full mark.

If no gas coming out of carb bowl then you must have possibly
reasembled the carb wrong.
Maybe installed float upside down, locking the fuel inlet needle in the closed position ?
Float should move up and down freely, opening and closing the inlet needle easly.
.
If it worked before you opened up carb you must have missed something
during the reasembly.
Best thing might be to take carb to someone that has more experience.
Not insulting you but we all started out knowing SFA but we learned as we went along by our selves and from our buddy's.
I have opened up hundreds of small enegine carbs over the years,
and can give only so much advice without having the carb in front of me.
I have had some that just defied all logic and just couldnt get them to work right and just replaced them with a good used one.
99% of carb problems are from dirt and old gas sludge,
some where just plain worn out, or internal passage jamed,
that solvent and compressed air wouldn't remove.

It did this before I ever opened up the carb. I turned the drain screw a few times and nothing. Turned a few more times until it was almost completely off and just a little bit of gas trickled through the screw

If you have a screen in the tank it's probably clogged or the petcock is clogged. Unhook the line from the tank if nothing comes out, it's pretty much narrowed down to that.

I don't think it's that. When I removed the tank the little bit of gas that I had came out when I unhooked the line.

If you disconnect the inlet fuel hose to the carb, is fuel coming out?

yes. the rest of it comes out, through the upper tube when I turn the carb upside down to take off the float bowl
