If you ever shop at Harbor Freight, they often offer a voltmeter free with a purchase. Normally they're still cheap ($5?) and they're fine for this sort of work.

For starter work you need a test lamp. You are checking for power on starter circuits, not just volts. Any old motorcycle indicator stalk, or reversing lamp, can be used as a test lamp as long as it has an incandescent bulb.

Yeah I can probably make it to harbor freight one night this week. I'll get a voltmeter and start testing. I also have another solenoid on the way incase the one I ordered was faulty. If not, I'll have spare parts. I have another bayou to fix up, but I'm not touching it until I get this one figured out. I appreciate the tips and advice. I will be posting my progress and hopefully the end result will help others in the future. Thanks again, you guys are awesome.

Problem SOLVED(finally). After replacing all of that stuff and having no luck, I went and purchased an AGM battery, installed it, and it fired right up. Even though my battery wasn't even a year old, and the charger said it was charged, a new upgraded spillproof agm battery seemed to solve my issue. It is possible my solenoid or old starter was shot as well, but everything is replaced now and good to go. Project complete, now on to my next. Thank you guys for all for the tips and advice. I appreciate it.
