Eton Viper 90 maual choke

Greetings all.
This might sound like a stupid question, but I want to make sure I have the manual choke hooked up right on my kids little 2 stroke Eton Viper 90 (2004). If the choke is set to ON the plunger travels upwards. With the choke OFF (normal operating position) the plunger is all the way in the down position. The reason I ask is that it looks like there is an air passage way at the bottom of the choke cylinder (on the outer wall) that the plunger can block off when its all the way down (choke in the off position). I always thought the choke as supposed to reduce air for a richer mixture. Maybe I have it connected wrong or more likely I dont understand how this style of carb works.

It is probably an excess fuel type of "choke" Many Quads have this type, when you put it on choke, it opens a passageway from the bottom of the float chamber to the venturi, allowing more fuel to enter.
