Welcome to the forum family, It could be the starter. Does the battery have a full charge? At 11 volts the headlight would work, but it might not be strong enough to turn the engine over.

first make sure you're battery is in good condition and has a good charge to it, second take a wire and jump a cross the starter solenoid, if its starts then thats the problem, if it doesn't and still clicks next would be to remove the starter and test it hook up electrical and see if if it works, if it does then it might be internal engine damage. THE VERY FIRST THING TO DO IS TAKE A WIRE BRUSH AND CLEAN THE BATTERY CONNECTIONS ON THE BATTERY, THESE CONNECTION CORRODE REALLY BAD
