Riding Wayne National Forest in Ohio?

I got a response back from the Rangers that run Wayne National Forest about riding double. Turns out it is allowed, just like PA. I'll print this email off and keep it in the quad in case I'm ever asked by a ranger patrolling the trails.

This is a common question and we typically respond by telling them that if the vehicle is designed by the manufacturer to carry more than one rider, then it is legal. Additionally, if the manufacturer designed an aftermarket passenger seat specifically for the vehicle they are riding, then it would be legal as well.

If the manufacturer of your ATV designed a passenger seat for it then it's legal.
