03 ltz 400 , solenoid just clicks won't even pop start
 

i bought an 03 ltz 400 a month ago , it got impounded due to not having the title . I got the title and paid good money to get this quad back and now it won't start . I replaced the spark plug but no luck . When I push the start button it just clicks in the solenoid and also in the engine . The lights work . I even tried pushing my uncle down the hill for him the pop start and it wouldnt even attempt to turn over . Do anyone have any ideas ?
