Default 1996 polaris xpress 400L 2 stroke hi idle

So I'm back recently had it looked at guy could not find air leak replaced carb adaptor (mucuni) cleaned carb re adjusted idle screw I replaced piston wrist pin sir clips head gasket crank case seal flushed crank case torked to speck at 15fp not sure if crank case is the same just went with it as being the same so I torked it to 15go as well check throttle cable he had it running fine one shut it off and then went to start again to make sure and it raced again is there something else besides a new motor that I am missing PLEASE HELP all suggestions would be helpful I want it running right I looked on YouTube found a video once could not find it again but had to do with something under right front fender by the motor i also have a single solid green wire that broke free from what looks like the water pump were the coolant comes in to motor could that be the cause

Suggestions? Punctuation! The first thing I would do is fix the wire that broke off. I don't know what it does, but it's there for a reason.

I would guess that you have a leaking base gasket, or worse, broke an ear on the cylinder. 15 foot/pounds is too low for torquing the cylinder to crankcase. If those 4 nuts are not torqued properly, then the cylinder will come loose and air will leak causing the engine to race. If it gets too loose, then it breaks the cylinder, which is very expensive to redo.
