Does it try to start at all? only other thing I can think of is timing? On the old 86 can't remember if you can adjust the plate a little(advance or retard) plus the cdi affects timing(replaces the old points and condenser) also and may not be compatible with the 91 stator as far as timing since the cdi units show to be different part number? Also to add to this. if it somehow got flooded you will have to drain the crank case before it will start. there is a 10mm bolt on the bottom of the crank case. That is the crank case drain, undo it and take it out there should be nothing come out if there is excessive fuel there it will drain. You might also want to check and see that the exhaust is clear also. if the motor flooded there could be enough gas in the Exhaust preventing the motor to breath.

put in a diferant cdi box out of a 90-92 and it started up

Glad you got the right cdi and it runs! Keep it going, one of the oldest around! OPT
