Default Starter HELP 99 400 2 stroke

got a 99 xplorere 400 2 stroke,

I just bought this from the Father in Law for the wife.... He said the starter was out, so bought a new one with the drive stuck it in, and its spinning and the drive is spinning clock wise and not shooting out to hit the flywheel/crank??? question is the starter going the wrong way? I really getting frustrated? I push up on the start button and the starter spin's and the drive spins clcok wise but not spinning out ??? put the old drive one doing the same thing? is there something I am missing or doing wrong? it just spinns

please help me about to go crazy and have a trip in AR in a week

Remove the starter and bench test it.
Reverse the leads and see if the starter gear pops.

Sorry I assume when you remove the starter and place it on the bench!

This is the only way I know that you can reverse the leads to it.

92, are you sure you got a new one and not a rebuilt starter. I have seen this problem before on a rebuilt one. Look for lineup marks on the starter case. One part of the case is 180 degrees out of phase. Look close you will see what I mean.
