Engine Won't Shut Off

Engine Won't Shut Off
I am stumped!
My '95 Magnum 425 just won't shut off, either with the key or the kill switch. It started out as an intermittent thing, but now it's constant. I have replaced the CDI, rev limiter, battery, and key switch. I have checked and cleaned all the grounds and connectors. The only way I can get the engine to stop is to choke it or pull the coil wire.
Any advice or ideas are greatly appreciated.

Yes, I replaced the key switch from a known working one, then did a bench test to verify it was operating properly. I also traced the kill switch and tested it for correct operation, and it is.
A bit of additional information: It has about half of the power and speed as it did before. This symptom used to only be present when I would have the problem with getting the engine to turn off, but now it is also constant. So what would cause a loss of power AND inoperable kill switch at the same time?
