It doesn't so much creep as it simply holds tension on the belt - making it difficult to shift from forward to neutral or reverse.
Does the primary require lubrication? If so, with what and where?
I will definately check for a broken spring, dirt, etc. as well.

My stupid Local dealer did not stock the buttons, so I had to order them.
I was poking around the primary and found everything intact and looking good - weights, spring, etc. all looked really good. I cleaned the heck out of it with a can of carb cleaner and got tons of black dust out of it (It looked like brake dust). It moves freely (I can give it a very firm push inward and it will move an inch or so).
Once I get the buttons, I'll be able to retry everything and see how it goes.

it would also be a good idea to have the bushings replaced in your clutches. if the clutch components don't say in line they cannot shift out smoothly, more than likely that is the problem, usually the buttons have to be worn to the screw to really cause an issue.

Just an FYI for you , Sport400, carb cleaner is not the recommended cleaner for clutches, being it leaves residue on surfaces, brake cleaner is better, but not good for plastic parts. Your best bet is to remove the clutch, and give it a good bath it hot, soapy water, then blow it dry with an air gun. This will remove all dust and belt residue and leave nothing behind. They also make a clutch cleaner, made just for removing dirt without leaving anything behind.
