I ended up getting a carb kit and replaced jets...

I ended up getting a carb kit and replaced jets and float needle. The problem was a missing washer and o-ring on the pilot air needle jet. All is now as good as new.

Can the fuel level be checked simply with a clear fuel line from the drain pipe held vertically along the carb ?
The float level adjustment should accomplish the same thing.

I presume you are referring to the pilot screw. That is the only one referred to in the service manual and it says 3 1/2 turns out.
