You could have a dirty idle circuit in the carbs, I'd suggest cleaning them regardless of what your problem is if you left fuel in them over the winter.

If you're convinced it's not a fuel problem...

Yes you can but you're going to have a hard time finding 7" wide wheels for front or rear. Front wheels are typically 5-6 inches wide while rear wheels are typically 8-10 inches wide.
