what is this chamber? i pulled out the plug, and the spring , and the piston.
is this a pump of some kind. ? is there suppose to be fluid in here?
about a teaspoon of fluid came out.

It is the timing chain tensioner. As long as all the bits go back in the right order, there will be no problems.
