Make sure airbox is sealed and no extra holes gave been added. Check intake boot to be sure no cracks or leaks. Might even try spraying some wd40 while it is running around the intake boot and see if engine changes speed. Otherwise it may be a clogged passage in the carb, most carb cleaning jobs dont get all the tiny holes cleaned out. Tiny wires are needed to open them.
