Default Riding on the road?

There are a couple of counties in New York that it is legal to ride on the roads. The tug hill recreation area south of watertown is in one of those counties. You just can't drive on the main thoroughfares. But generally speaking, NO, You can't make your quad street legal in the state. Some states allow this but New york doesn't

And if you are riding on a state approved trail or on a trail that yoiu have permision to be on, yes you can legally cross the road so long as it is 90 degees perpedicular to the road

Just because a cop you saw didn't pull you over doesn't make it legal. The kid I knew who go tickected was stopped because he snapped a belt and was putting a new one on when the cops rolled up.
