Mine only will come up on pavement when I pop the clutch pretty hard. I don't think it's your bike because I'm faster then my friends 250r and he can ride wheelies all day long while I set and spin. Guess it's just the difference in frame geometry. Can't be the tires because they are brand new Holeshots all the way around.

On dirt it just spins the tires unless I get way back on the seat.

On pavement or solid grass (grass is best for wheelies overall)

My 86 would wheelie in 1st easy and 2nd if I hit the throttle right

My 91 will wheelie like a **** in 1st (hard to control), pretty easy in 2nd and 3rd and in 4th it will lift the wheels if you hit the throttle right but you’ve got to really get back on the seat to get them all the way up. This is with 20" fast Trekkers that are really around 18.5" which gives me more torque to the groung which help a lot.

I think a good set of aftermarket reeds help tremendously with doing wheelies, throttle response is important.

400fnSport you might have a slipping clutch. If I popped the clutch on pavement on mine, I would likely need medical attention.
