If you only do a slip-on and keep the airbox lid on, you do not have to rejet......open that air box and you will need more fuel to accommodate the more air...........

But I would highly recommend getting an intake cone from Power Now/Scary Fast

http://www.scaryfastracing.net/

The intake insert helps direct air into the carb faster and smoother and will help with throttle response.....

The only way to check if the carb was jetted is to look at the jets...... but you can also pull the spark plug and see the color..... if it is white or light then you are running lean and adding a pipe might make you too lean...... if the plug is black then the jetting is OK and you won't need to rejet for just a slip-on.....

Also know, that on the z400 a slip on will only really help your low end with a few extra HP..... you won't see any increase on the top end as that is all in the head pipe. The 3-5 HP gain with a slip on is all in the low end which on the z400 is a nice addition for the trails.
