Default LT250R Ignition Timing+bogging

Hey all. Today when i took my magneto off, i noticed two timing marks, one the factory mark, and one, someone scratched in, about 1/4inch advanced. I put it in the middle, ran it, seemed ok, put it on the advanced mark, and it seems to rev faster, but it seems like its hitting a Rev Limiter at high rpm, which i know their isnt. so it seems like it wont rev all they way up. also, when i try to burnout in the sand, insted of spinning tires, the motor bogs down, and it only has power in the higher rpm. thanks for all help.

put it on the factory mark.the other is probaly a gouge or scratch from a slipped screwdriver.
