Default brake help

i got a 02 big bear and the drumb brake, in the rear, always fills up with water. i mean a lot of water. Is it normal? and what can i do about it. Can i drill a small hole on the bottm of the dumb brake so the water will come out? I know that there is a little screw that that u can take out, but its not on the bottom so all the water doesnt come out. It sucks now in the winter cause it frezes up and the back tires dont spin.
