It's your parking break rev limiter. Make sure that when you pull the clutch in the mechanism for the parking break isn't pulling in with the clutch lever. If it is, loosen the nut and bolt that holds the lever in place. To eliminate the parking break, you get a parking break block off for the rear brake caliper, remove the cables and disconect the wire for the parking break. Ripperracing.com sells a cool lever bracket that you connect the other wire (for starting in any gear) back to the perch and it cleans up the clutch lever assembly nicely.

 

Yes I was rushing out the door to the Gym when I posted but WashRedSkin has it right. It was the parking brake limiter. When I pulled in the clutch it was moving that too. Happened about 2 years ago so I don't remember the exact details but just looking at it closely you will see what it is doing. Very easy to see what is happening when you look at the parking brake.

I have since removed the parking brake also.
