I am pretty sure that you need to press on the rear brake to get the quad out of Neutral, but I think that is only to go into reverse and out of Park.. (I can't remember as I removed the lockout feature from my shifter day 1 and my machine is a 2007) If that isn't the issue then the transmission could be messed up and you bought yourself a piece of junk...

I would say that if you know that there are transmission or linkage issues (wont shift into low) I would start by checking the transmission. I would start by making sure the linkage is all adjusted so that the quad will at least get to all the gears and see if that helps anything. I hope the guy gave you a hell of a deal if the quad won't move!

The shift linkage is on the left side. Pull the panel off. There is a nut on each end of a horizontal rod and it works better to put the shifter all the way one way to undo one nut then go all the way opposite for the other nut. In the center of the rod is a flat part to put a wrench on so you can adjust. All I know is it takes fine tuning and playing around to get it right. I don't know what or how as mentioned a locker can be removed. Maybe if the belt is good it is a clutch or see if the variable pulley the belt is on moves. Most of the time if I get it to go into low then I have to rock the machine to get it in the opposite end and into park. Also to get it into any gear you have to depress the rear brake pedal or the rear brake hand lever.
