Rocker Shaft in Cylinder Bolt Hole

Default Rocker Shaft in Cylinder Bolt Hole

I am working on a top end rebuild for a 2008 Big Bear 250 that I recently purchased. It was missing a cylinder head bolt which the previous owner provided me in a bag of various other bolts. Upon trying to reinstall the cylinder head after the top end rebuild I realized that the shaft that one of the long cylinder head bolts goes through is blocked by what appears to be the rocker shaft. But I'm not entirely sure what it is (see red circle in picture which is the offending part). I have also attached a picture viewing through the cylinder head bolt hole so you can see where it is blocked. Any insight would be appreciated. I'm not sure how to fix this...
