90psi is low but your bike should start, is there a blue haze from the exhaust, indicating burning oil? Having to top up the oil at every fill up of fuel, is also an indication of high oil consumption. I am a bit dubious of new carbs, unless you go to the expense of OEM, as Chinese quality is questionable, and they go for one carb fitting several models, so jetting may not be perfect for yours. Is the choke working? Check valve clearances, and the inlet manifold for cracks, in case it is sucking air. Personally I would re-use the old carb after giving it a good clean. The last Timberwoolf I worked on, the carb was bright green inside and the fuel tank contained a lot of water. A good clean out and the bike ran fine.
