Default foul startin champ 250

I just bought a Champ 250 quad that seems hard to start.when you press starter button it spins over to compression stroke and motor kicks back. if you hold throttle wide open it spins over alot better and eventually starts. After started it idles a lil sloppy and if you try to give it gas it dies. i noticed battery wires gettin pretty hot durin all this starting, maybe needs a ground strap from battery to frame. I also noticed a crack in intake tube and got another one from dealer, still same problems with cranking and running. Is this a timing issue or a carb issue. I got quad from my dad who bought it last October and he got a bumper to bumper warranty with ih. so warranty is almost over and would like to fix before warranty runs out. there's less then 20 hrs on this thing.

OK so i removed carb cleaned it and adjusted the needle up one slot as the carb instructions stated. still refuses to crank like its supposed to. is it possible that its firing before its supposed to like its out of time. Is there a way to adjust the timing on this type of motor its a 171FMM serial #07060022
