Baja Wilderness Trail 250cc

My friend has a Baja Wilderness 250cc 2006 model that sat for a about 8 months and would not start, I’m a novice ATV rider, but because I have an ATV that’s running he thinks I know about them! I have explained to him that I will do my best to help him out but no guarantees.
Anyhow, I did get it running; I took the tank and carb off and cleaned them out put fresh gas in, and changed the plug, and set the valves, the ATV now runs, but I’m still having trouble setting the carb up, the manual choke needle will draw all the way back, but when you let go of it, it then comes forward a little, whichever way I turn the choke cable screw it still want to come forward a little bit, which makes it difficult to set the air screw on the carb, either way I turn the air screw it doesn’t seem to make a difference to the revs, oh and the plug is fouling with black dry soot, from reading this forum I’m thinking this is because the carb is running rich?
So I was thinking if I get the ATV running until its warm, then take the choke out of the carb and put a bolt and a seal in its place, basically blocking off the choke, would this help in setting up the carb? Then once the carb is set up, he’ll have to put a zip tie or rubber band around the choke lever on the handle bar to keep it in the off position, I really cant think of anything else that I can do, other then him take it to a shop.
Or am I talking rubbish LOL.
Any help would be appreciated though.

Well I got the choke fixed, under the thumb choke lever there is a washer that has fingers on it bent upwards, the washer had straightened itself out, I re-bent the fingers upwards installed the lever and the choke lever now stays in place. I was able to set the carburetor up properly after sorting the choke problem out.

I dont know about that, but there is no butterfly in the carb for the choke, its just like a plunger that either blocks the gas or lets in more air, anyhow bending the tabs on the washer on the choke lever certainly helped allot, its now running great, in fact, my friend was selling at so I bought it off him for my son, my plan is if anything breaks on it I will replace it with a Yamaha Timberwolf / Beartracker part.
