panther 110 wont fire

I installed a new carb. It will not fire. Getting fire at sparkplug wire, and fuel is pumping through and flooding, but it will not fire. Any inut?

Probably the floats is stuck or set or not set at the proper level. If it was a "new" carb maybe it has a gel pack in it to protect the float during shipping.
