i've talked to them before on the phone with that 1800 number about the GY6 engine because my gokart had 2 versions for the head. i ran the VIN by them and they helped me to determine which way to go based upon my observations about what it looked like VS. my VIN.

You should be fine at 20lbs. and some oil on the threads.

My bad, oil on the bolts actually helps torque them. It is recommended in the Honda manuals also. So, no don't clean them unless they are gritty. Torque specs are really just guides so you don't either strip a thread or snap a head off.

but anyways thank you for the correction on oil+torque'ing stuff.
and also, are all valves the same size or whatever for 250's? if I can I'd like to just get an exhaust valve and the retainers for it. I'm on a 20$ bill budget.
and also, my motor looks like the CG250 but is shaft driven. does it make a difference internal-wise or is it just the transmission?

Shaft driven won't matter with valves. Water cooled or air cooled will matter. Heads are different.
You won't find the valves by themselves because they are sold in kits. This is because if you change the exhaust valve, you might as well replace the intake. Also, the springs and keepers will be weak and the use of new springs and keepers will make the new valve seal tighter when closing and are less likely to float and back fire at higher rpm.
I have seen a description for the CB and CG series vertical 250's. One is OHV and the other is OHC. MBE Motorsports states that CG's are OHC.(Over head cam). Loncin states that the CG's are OHV( over head valve with push rod)
Whoever you order the valves from should at least talk to you and let you know if the valves you are buying are for your engine. Describe your engine as water cooled or air cooled, and OHV or OHC.

I don't want to buy anymore than the valve and clamp, the fourwheeler isn't mine and I'm paying for it out of my pocket so I'm buying what's broke and nothing more. the owner never revs it high anyways so I should be safe with just the clamps, valve, and guide right?

Yup, as long as you install the parts you only need correctly you will be fine. It is just a better practice to change it all with a kit when you got it all apart.
Getting just the part you need might be tough. Call the vendors and see if they will just send you what you need.

but if they are oily it's going to cause less resistance tricking the tourqe wrench into thinking it's not at the right tourqe yet, making it overtourqe possibly stripping threads or breaking bolts. Correct?
