E22 starter chain re-install

Default E22 starter chain re-install

On my parts bike's engine the starter is removed as well as the starter chain. I can't figure out how to get the starter chain back around the engine sprocket because there is a metal block on the casting that is keeping the chain from going around the sprocket. Is it necessary to disassemble the entire stator assembly or more in order to get the starter chain back on the sprocket?

I was able to force the chain into the area. The engine does have other issues though. It has spark but wouldn't even try to start when sprayed with starting fluid.
