Default 200cc komoto 4wheeler

hi, just bought a used komoto for my upcoming sons b-day. Guy said the carb was having issues. Took it home, fires right off. The darn thing just raps out upon start up. i've tried cleaning it, new gas, does anyone know how the throttle cable is supposed to be installed. its in there just it runs along the side of the spring, i assumed it would go through the middle of the spring.. not sure if its right or wrong? I've backed out the idle screw completley and still this thing takes off full throttle... please help sons b-day is in 2 days.

i'll try to post a pic of how it's supposed to be. this should be an easy fix. do you happen to know if the slide is installed correctly? i mean, look at the guides/**** that are inside of the top of the carb, then look at the slide itself, you'll see the guide slits/grooves, it should be self explanatory how it goes in cause the slide should go all of the way down. now if the slide is in 180° off, then its position is raised as if the throttle is engaged and will rev up,....high. so check that out also.
