Default no start and backfires through carburetor

Hi I'm new to this. I'm a heavy equipment mechanic and this little engine is kicking my ***. I have my dads 03 polaris sportsman 400 that I can't get to run. The bike sat for awhile. Not sure how long. I cleaned the tank and redid the whole fuel system. New pump, carb and filter. The bike didn't have spark at first so I installed a new stator and pulser coil. Got the spark back now but can't get it to fire up. Every so often I will crank if I hold the throttle wide open but will run about at low rpms and not build and if I let off it will backfire through the carb. I checked the timing and it seems to be right. Not sure what the compression spec is but I'm getting 95psi and then I put a bit of oil in the cylinder and jumped it up to 110psi. Sparkplug is new. So wtf is going on with this thing. Oh yea I've even checked the throttle switch and no change either with the contacts touching or not. Please help!
