Gio 70cc atv - WILL NOT START

Hello,
I am forever chasing starting issues with this chinese atv, as soon as I get it fixed, it runs for approx 2-5 hrs of runtime and then won't start again. I have exhausted everything I can find and think of but now I am really stuck and need some guidance. Here is a breakdown of everything I have tried to get this thing running;
- Has spark (plug NGK C7hsa)
- Pickup coil was adjusted, produces voltages ranging from .290 to .478 as it's rolling over (is this normal for voltages to fluctuate or should they stay relatively steady when rolling over?)
- New carb was installed beginning of the year, was working fine, has since been dismantled, cleaned, and even tried old carb
- New cylinder, piston, rings, valves, seals, installed over the winter, compression is 110psi
- Valves adjusted to .005 both intake and exhaust
- Last year installed new stator, pickup coil, cdi, coil, plug wire/boot, (was attempting to fix hard start issues for good)
- Fuel screw turned 2 turns out from seated, also tried 1-3 turns out
- Starting fluid doesn't help
- Checked timing, very certain is is set properly, as it was running fine beginning of this year
- Checked vent hose on crank case and it is free, also good suction / draw from intake on carb when I put my hand over and crank the engine
- The plug gets extremely wet and then fouls, I have tried multiple other spare plugs I have kicking around with no luck
I am probably missing some other steps I have also tried. I have never been so mechanically frustrated with a single piece of machinery in my life haha, I just can not keep this thing running reliably.
