Scrambler 50 stator and carb\choke

Default Scrambler 50 stator and carb\choke

It seems I may be having some of the same problems with my '01 Scrambler 50 as some 90s might be having with the choke. Does anyone know when and how much voltage I should be seeing at the choke wiring connector? I have looked at the voltage for about 2 minutes of idle during cold startup and cannot see any voltage at the choke connector plug. Also, can the choke assembly be removed and tested by applying voltage directly to the wiring? I would expect it to move if energized. Thanks.
