Shock and A-arm bushings question

When I got a new set of A-arm bushings the bag contained a bunch of extra bushings.
Can I use these to replace the shock bushings?
I have not tried them yet to see if they fit, but I noticed that the new A-arm bushings are rubber and the old shock bushings are metal.
If not why are there about 14 extra bushings? Did I just get too many?
