I paid a little bit less than that for mine. Just go look over it good and ride it and see what you think. Just check all the bearings for to see if they are loose or not to see if it has been taken care of.

Naahh $23 is not to good to be true. My pal sold his 02 Warrior for $2700 last spring, he was in a hurry to sell it to get that new DS650.
I'd check it close...99 model sounds fairly new but it could have been rode from late summer 98,quite a few years. Things I would check would be: air filter...if its clean and oiled you can figure the services' was kept up, The starter... they have been known to go out on Warriors and they are not cheap. Bearings..swing arm, wheel, steering, ect...they aren't costly to fix but could be a bargining point. The rear axle... jack the rear up and make sure it runs true, Rear brake caliper, it should float( move in and out) with out to much side to side slack, these calipers aren't cheap and I have seen them worn out where they float to the point of wearing the pads crooked. Hope this helps ya
