There's a grease zerk on the steering post - try that first.
If that doesn't work, jack up the front-end and have someone turn the handle bars. Look / listen for bushings, seal boot and ball-joint problems.

Pick the front end up and see if it seems stiff.
Have you greased the UPPER and LOWER support?
I know pre2002 scramblers have grease zerks at the support bushings.
I guess you could see if the ball joints or upper struts are binding.
Is it in and out of 4 wheel drive? or is the 4wd binding?
The only other (Not likely) this is to check the tightness of the lower steering shaft nut, if some how it has been over tightened it will cause hard steering.
