Default Starter wont engage

I rebuilt the starter on my Wolverine, the starter motor rotates great when the starter switch is pressed but it does not turn the moter over. The starter does not engage the starter gear but spins freely. These starters do not have a plunger type starter gear so I am not sure why the starter will not mesh with the motor. Any ideas? BTW the starter engaged fine before the brushes wore out.

I took the side cover off my quad and the starter is spinning the incorrect way.
