I can not fing the drain pulg nor the fill plug for the counter balance on my 99 sport 400L. if anyone can help me locate these so that i may change the oil i would appreciate it. Also some diagrams would be crucial.

i think the fill plug is that one on top in the back of the case on the right side with the flat head screw driver fitting. Not sure though.

I own a 90 trail boss and it has no drain plug that i know of only a fill cap on the front of the engine near the bottom. If you cant find it your dealer will probaly give you a diagram to locate it. you usally dont have to worry about the counterbalance I neglected mine for 7 years and it stil works fine.

I believe from your post you have located the fill hole for the counterbalance. Unscrew it & see it has a small dip stick. If so that is it.
I will scan & send a diagram of the bottom of your motor.
