as you can see, there are mixed thoughts. my shock set up guy and i dont agree on this either. i use them on my bike and he doesn't like to use them. i say it keeps the dirt and mud off during the races and he says they trap it in. but i always pull them off and wash them and the shocks after riding or racing. they dont wear the paint that much, at least on mine.

They are a great way of stoping rocks and small stones from dinging up your shock shafts causing premature seal failure, they also protect from dirt debris etc from getting between your springs and shock. That said, you do need to remove them and wash the shock as you would do if they were not there, they will fill with muddy water if you submerse them and that needs to be cleaned out.
oh and they look cool! Definatly a good idea if you run $1500 shocks and don't like having them rebuilt all the time.
