Default 1997 Express Carb Problem

I have a 1997 Express 300 that is very hard starting. I have to crank the engine for several minutes with the throttle wide open in order to start the engine. If you use the choke it will flood out. I have taken the carb apart and have found nothing in hte carb and everything appears to be working properly. What are the settings for this carb and do you guys have any idea what might be wrong. Thank you.

Try new gas and new spark plug. Clean air filter.
Open air jet on carb 2-turns to start.
Hold the throttle open about 1/8" when starting
Choke only for a second then turn off
