It depends on the state of Wyoming. Wyoming like South Dakota is a rural state. I went down to the courthouse and got a list of what needs to be on it. Here's what I did....
I bought a $5.00 handle bar mount rearview mirror and velcro'd it on.
I bought my plates for $22.00 per year and I am 100% street legal. No modifications at all.
Good luck.

Go check with the Highway Patrol. I lived in Gillette a few years ago, and was going to get plates on my '87 Foreman, at that time you needed a brake light, mirror, and a horn. A motorcycle endorsment on your driver license and insurance. This will get you on all the roads with the excption of a Interstate, due to the minimum speed law. Things may have changed since then, also Utah and Nevada would NOT honor the Wyo plates on a ATV's on the highway in some areas, maybe the complete state. Good Luck
