Riding Double Legal In Quebec? (Hey Xplor)

From watching an ATV TV program a few years back I discovered that riding "2-up" is legal in Quebec with the correct modifications.

In Newfoundland the law sticks pretty close to what the manufacturer suggests . . . although just about everyone rides "2-up". My wife would rather ride on the back since she can totally enjoy the sights and relax.

What are the modifications required to legally allow two up riding? Also, you wouldn't happen to know a provincial govt web site where the rules and regs are posted. I would like to get a copy to see if we can get the rules changed on the rock.
