Anyone know why Quads cannot be street legal?

THey have 4 wheels. 350cc+ can go oover 65, so they can go on the highway. They have no protection from accidents, but neither do motorcycles. They can be loud, but so are HArleys. Throw a blinker system and 2 mirrors on it and they are something to ride to places on. Why can't they be treated like a road transportation system?
I know in some states you can, but I am talking about the city states, like RI, Mass, Conn, California, Florida.. places like that.. anyone know why?

Generally its because the legislators (driven by groups like the CPSC) beat you to the punch and added addendums to the motor vehicle statutes outlawing such registrations of "off-road vehicles". That's whats happened in most of the midwestern states.

Have you tried riding your quad going down a street and making a corner?? Well, sometimes your body wants to go straight and your quad will continue making the corner....... They are really not that safe on the paved road compared to a two wheeler. But.... They have a prototype two seater quad by bombardier that has been produced for the street but it is able to turn corners just like the movement of a two wheeler. Pretty cool looking street quad if you ask me.

They cannot be street legal in my state because of the straight drive rear end. All road going machines have to have a rear differential here. Still not quite sure how the 3 wheeled gold wings get around that though...

The short wheelbase and wide track of 4-wheel atv's make them extremely dangerous when cornering on flat hard surfaces such as pavement (much like early Suzuki SUV's). It's really easy to roll one on pavement ... I know, I've seen me do it!

you have to come to europe where it is alowed to drive on streets with quads ;-)

This is a little off the subject but in MT we have had to make our quads "street legal" to ride on and USFS road that is open to vehicles. Doesn't make a lot of sense in my book that it has to have a horn and mirror and brake light to ride a logging road. I think they are finding out this wasn't a real bright idea since people have had to do this they ride all the paved roads in town now. I have heard a few rumors about not having DOT approved tires and such to try and find a band aid for this but nothing in the rule book yet.
