choke leaks fuel

choke leaks fuel
It's an 02 Magnum 325 and it's running rich, bogs at WOT and fouled plug. The float valve is working but when I hooked up the fuel line to the choke fuel inlet gas leaves past the plunger. Is this common and what is the solution.
