Best two options for painting the racks are the following.
1) Find a paint shop that does powder coating and have them paint your racks with the wrinkle finish.
2) Take them to a sprayed in bed liner shop and have them sprayed.
Personally I like option #2. It puts on a nice finish that is almost indestructible. Because it's rubber it also keeps things tied to your racks from sliding around easily.
Do it yourself paint jobs wont last very long.
