Need some carb help - mikuni not being cooperative

Alright so im selling my 03 and had the 46 on it but took it off to sell it. I needed to put the stocker back on to sell it and got everything on yesterday and went to fire it and at first nothing. I checked all the jets for obstructions and made sure floats were ok and I had fuel. got everything back together and it fired up with a super high idle. I checked the butterfly and it seems to be alright (I think anyway) and I ended up putting a 40 pilot in it (instead of 45) thinking maybe there was just too much fuel on the bottom end and it couldnt get to a low idle. After that fired it again and the idle still hunts around, I have it set at 2k right now just to keep it running. It runs for about 3-4 seconds and then bogs down to like 1k rpm and then back up to 2k for 3-4 seconds. I did try covering the filter/snorkels to see what giving it less air would do (thinking maybe it just had way too much fuel) and that didnt really seem to affect anythign, but when I pulled the choke out it reved up to around 4k which again makes me think something is up with the butterfly/cable?
After messing around with things a couple more times I fired it one last time before we had to leave and it jumped up to 3.5k rpm and I couldnt get it to lower with the idle adjust.
I am wondering if maybe the butterfly is open farther then it should be as the last time the idle adjust wasnt changing the rpm at all. Should I just check cable adjustment/slack? I cant think of anything else that would cause it to do this.
Thanks in advance guys!

I would say it is in the cable adjustment. Check your routing, and also there is a little turning adjustment just outside the throttle housing. I had a heck of a time getting that right for proper function.

alright I am thinking it has to be the cable as well (but just want as many opinions as possible because I have very little time to work on this thing).
do you think I should mess with the adjuster at the carb end or the throttle end? seems like either way it wouldnt matter as its going to take or give slack.
also do you or does anyone know where the stock cable is routed from the factory? I thought I remembered pulling it out from by the steering stem but couldnt find a place to run it down there? does it just run in front of the tank and behind the steering stem?

My problem was on the throttle end, it was pulling it too tight and keeping the carb open just a hair. As for where it was ran, I would have to look at mine at home as I can't remember where I ran it....
