Did you disconnect the break line's at all? If so you will need to bleed the break's

The only thing I can think of is maybe the outer cable cover is not sitting in it's intended location. This would make the cable inoperable as the outer sheeve is not being held securely. Check up on the handle bar too. It might have slipped out of it's holder.

First your P650 rear brake is a cable operated wet brake system, not hydraulically operated, so there is nothing to bleed.

Assuming that you have correct type and amount of wet brake oil in the gear case and the wet brake plates are in a good shape, the only remaining varable seems to be the freeplay adjustment which you have too much. There are 3 adjustments you need to play with. One by the left handlebar and two on the swing arm just front of the shock absorber/spring. Any one adjustment affect the other 2. Make sure you have a bout 1-2 mm freeplay by the hand brake lever and about 15-25 mm freeplay at the foot brake pedal.
